1st - ONGOLFF determines if a development project will have a major impact on a community
2nd - ONGOLFF solicites the Public Opinion of the project through Public Petition
3rd - ONGOLFF will publish the findings of the Public's support or opposition of the project.
4th - ONGOLFF will close its investigation if the finding is 'SUPPORTS' or inform officials, media, and protest if finding is 'OPPOSES'.
